Growth Mindset and Shared Understanding Key to Realizing Vision of Viksit Odisha for Viksit Bharat: Chief Secy to All Depts
Bhubaneswar: A State-level workshop on KPI (Key Performance Indicator) Development for “Viksit Odisha –Vision 2036 & 2047” was held today at the State Convention Centre, Lok Seva Bhavan, Bhubaneswar. The workshop was organised by the Planning and Convergence Department, Government of Odisha in collaboration with Strategic Support Unit (SSU) of the Office of Chief Secretary Odisha.
Odisha Chief Secretary Manoj Ahuja, along with Additional Chief Secretaries, Principal Secretaries, and Commissioner-cum-Secretaries of various departments, participated in the inaugural session of the workshop.

Vision Document from each department, along with another officer providing programmatic and technical expertise, were also present. Shri DK Jena, OSD cum Special
Secretary, Planning and Convergence Department welcomed the participants and thanked the Chief Secretary, Development Commissioner and all Secretaries for their leadership and guidance in drafting the Vision Document.
Delivering the keynote inaugural address Chief Secretary said that, the Viksit Odisha – Vision 2036 & 2047 lays out an ambitious and transformative path for the State. He
underscored that through the Vision Document, which was unveiled by the Prime Minister of India in gracious presence of Chief Minister, Odisha aspires to emerge as a growth engine for India by 2047, contributing significantly to the nation’s development.
The Chief Secretary also emphasized that growth mind-set and shared understanding are the basic requirements for realising the basic goals of Viksit Odisha for Viksit Bharat. The objective of the workshop was to collaboratively finalize a comprehensive KPI framework,
designed as a critical step in the implementation journey of “Viksit Odisha – Vision 2036 & 2047”, he added.
Highlighting the need for accountability and robust monitoring, he announced that a high-frequency, data-driven Chief Minister’s Dashboard will be the cornerstone for tracking progress.
The Chief Secretary also reiterated that the success of the Vision would be determined by the quality and relevance of the KPIs. Developing a
strong, three-tier KPI framework requires direct leadership and deep domain expertise from each department, he added.
To ensure both strategic leadership and technical inputs, three-member teams have been formed from each designated Anchor Department, comprising the Departmental
Secretary, Nodal Officer for Viksit Odisha – Vision 2036 & 2047, and another Senior Officer providing programmatic and technical expertise.
During the workshop, ACSs, Principal Secretaries, and Commissioner-cum-Secretaries
highlighted the importance of departmental ownership, convergence, and collaborative
efforts in the KPI development process for successful implementation.
The Strategic Support Unit (SSU), Office of the Chief Secretary, Odisha led by Ansuman Rath, Under Secretary to Chief Secretary Odisha delivered a detailed presentation on the four-tier KPI framework – Outcomes, Outputs, Processes, and Sub-processes – and demonstrated the KPI Development Toolkit. The session concluded with a detailed discussion on key takeaways, next steps for KPI finalization, and their integration into the Chief Minister’s Dashboard.
