CM Majhi Presents Annual Budget 2025-26: Key Highlights Here

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi presented Annual Budget for FY 2025‐26 in the Legislative Assembly with an outlay of Rs.2,90,000 crore.

Special thrust has been given on transformative sectors, like – infrastructure, urban development, agriculture & irrigation, Capital Investment, port-led development, industrialization and sports for all.

Here are the key highlights:

1. Qualitative Aspects of the Budget

* The outlay of Rs.1,70,000 crore for Programme Expenditure. Programme expenditure constitute more than 58.62% of the total budget size.

* The capital outlay in 2025-26 is Rs. 65,012 crore, which is 6.11 per cent of GSDP. The proportion of Capital expenditure in Odisha to total budget is the highest among all major States in the country.

* The allocation of Rs.37,838 crore for Agriculture and Allied sector, an increase of about 12 % over previous year.

* Revenue Surplus is projected at 3 % of GSDP; Fiscal Deficit is projected at 3.2 % of GSDP. Year-end debt stock is projected to remain at 12.7 % of GSDP.

* Thus, the Annual Budget, 2025-26 is fully FRBM compliant.

2. New Initiatives in Budget 2025-26

* Rs.30 crore has been allocated for Shree Jagannath Darshan Yojana

* Rs.153 crore has been allocated for Subhadra Surakhya Yojana

* Rs.50 crore has been allocated for Bakul Bana Unnayana

* Rs.60 crore has been allocated for Cold Storage Policy

* Rs.50 crore has been allocated for Model Mandi.

* Rs.2603 crore under Antyodaya Gruha Yojana including Interest subvention.

* Rs.200 crore has been allocated for Sourthern Odisha Development Council and Rs.200 crore for Northern Odisha Development Council

* Rs.12 crore has been allocated for Mukhyamantri Kanya Bibaha Yojana

* Rs.53 crore has been allocated for State Institute for Women and Children

* Rs.10 crore has been allocated for Artificial Intelligence driven Predictive Policing and Crime Mapping

* Rs.1,320 crore for the sports sector in 2025-26.

* Rs.943 crore is provided for the Development & Management of Sports and other Sports Infrastructure

* Rs.32 crore is provided for Yuva Shakti, Rs.30 crore is provided for Training & Coaching

* Rs.10 crore is provided for financial assistance to outstanding sports persons & Rs.80 crore is provided for organizing Sports Competition.

F. Women & Child Development, Mission Shakti

* Total Rs.17,998 crore has been allocated for undertaking various women and child centric policy and welfare measures.

* Rs.10,145 crore is provided under Subhadra Jojana for women empowerment, financial independence and entrepreneurship development.

* Rs.526 crore is provided under Mukhyamantri Sampoorna Pushti Yojana, Rs.63 crore for Jashoda and Rs.284 crore is provided under MAMATA scheme for Conditional cash transfer for Pregnant women.

* Rs.1,132 crore is provided towards State Support for implementation of ICDS in the State, Rs.950 crore is provided for Supplementary nutrition programme,

* Rs.744 crore for Aanganwadi Services, Rs.284 crore for POSHAN Abhiyaan & Rs.1107 crore under the overarching Mission Shakti programme.

* Rs.1095 crore is provided under National Rural Livelihood Mission (NRLM)

G. Social security & empowerment of persons with disability

* A sum of Rs.24,250 crore is allocated for social security measures.

* Rs.5370 crore for Madhubabu Pension Yojana for beneficiaries under Social Security Pension Schemes.

* Rs.30 crore for Bhima Bhoi Bhinna Khyama Samarthya Abhijan.

* Rs.33 crore for Rehabilitation of physically and mentally challenged socially disadvantaged persons.

* Rs.51 crore for Home for Aged,

* Rs.17 crore for Advanced Rehabilitation Center (ARC).

* Rs.39 crore for State Institute for Empowerment of persons with Disabilities (SIEP).

* Rs.3258 crore is provisioned under National Social Assistance Programme.

H. Development of SCs, STs, OBCs & Minorities

* The Proramme Budget for the 2025-26 includes TASP component of Rs.39,638 crore and SCSP component of Rs.29,243 crore, totalling to Rs.68,881 crore for identified Schemes in the Programme Budget.

* Rs.909 crore is provided for Scholarship and Stipend under Mukhyamantri Medhabi Chatra Protsahan Yojana.

* Rs.350 crore is provided for Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA)

* Rs.100 crore is provided for Sahid Laxman Nayak transformation of schools & Rs.538 crore is provided for Special Educational Support.

* Rs.210 crore is provided for Mukhyamantri Janajati Jeebika Mission, Rs.154 crore is provided for Madho Singh Haath Kharch and Rs.50 crore is provided for Procurement of Minor Forest Produce in the State under MSP (LABHA)

* Rs.198 crore is provided for Pradhan Mantri Adarsha Gram Yojana (PM-AGY), Rs.100 crore for Pradhan Mantri Adi Adarsh Grama Yojana (PMAAGY) & Rs.50 crore is provided for PM JANMAN.

I. Urban Development

* Allocation of Rs.9,985 crore to transform Urban Odisha.

K. Drinking Water & Sanitation (Rural)

* Investment of more than Rs.8,600 crore during the year 2025-26 for piped drinking water.

o Rs.1,600 crore under BASUDHA scheme,

L. Wage employment, livelihood, and basic services

* Rs.2500 crore for material component of Mahatma Gandhi National Rural Employment Guarantee (MGNREGA) Scheme, Rs.700 crore as State Support to MGNREGS to arrest distress migration & Rs.750 crore for Revolving Fund for MGNREGS wages.

* Rs.2000 crore for Viksit Gaon Viksit Odisha & Rs.200 crore for construction of Buildings for Vana Suraksha Samiti (VSS).

* Rs.75 crore for increasing Green Cover in the State, Rs.40 crore is for JICA assisted Odisha Forestry Sector Development Project Phase-II.

* Rs.40 crore for Development and Beutification of Nandankanan Zoo, Rs.53 crore is proposed for Green Mahanadi Mission & Rs.21 crore under development and promotion of Ecotourism

* Rs.25 crore for Management & Development of Elephant Corridor & Rs.10 crore for Elephant Management Project.

* Rs.75 crore is proposed for Wildlife Protection & Conservation Measures, Rs.60 crore is proposed for integrated development of wildlife habitats & Rs.60 crore is proposed for Project Tiger.

Q. Tourism Development

* Rs.800 crore has been proposed under the Programme Expenditure for overall development of Tourism sector.

* Rs.359 crore for Development and Management of Tourist Accommodation.

* Rs.332 crore for Tourist Information and Publicity & Rs.22 crore for Baristha Nagarika Tirtha Yatra Yojana.

* Rs.50 crore for development of Maa Tarini Complex at Ghatagaon.

R. Planning & Convergence

* Allocation of Rs.2,808 crore for Planning & Convergence Department.

* Rs.500 crore to Western Odisha Development Council, Rs.200 crore to Southern Odisha Development Council & Rs.200 crore to Southern Odisha Development Council as Grants.

* Rs.500 crore towards CM- Special Assistance (Mukhyamantri Swatantra Sahayata)

* Rs.735 crore towards MLALAD Fund, Rs.250 crore for KBK Bikash Yojana, Rs.50 crore under the Scheme SETU, Rs.29 crore for Kandhamal ‘o’ Gajapati Bikash Yojana.

S. Disaster Management

* Rs.4000 crore for Disaster Management including Rs.2,600 crore under State Disaster Response and Mitigation Fund (SDRMF) and Rs.1,400 crore under National Disaster Response and Mitigation Fund (NDRMF).

T. Internal Security and Administration of Justice

* Rs.10,760 crore during 2025-26 for delivery of justice, maintenance of internal security, prevention & control of crimes and fire services etc.

* Rs.153 crore for Subhadra Surakshya Yojana

* Rs.75 crore for construction of Odisha Bhawan in different Metropolitan cities.

* Rs.118 crore for Emergency Response Support System (ERSS).

* Rs.47 crore for Fast Track Special Courts (FTSCs) including exclusive POCSO Courts.

* Rs.23 crore for the Criminal Tracking Network & Systems (CCTNS) project and Rs.60 crore has been proposed for Victim Compensation Fund.

U. Odia Language, Culture and Heritage

* Rs.482 crore is provided for promotion of Odia Language, Culture, and Heritage.

* Rs.50 crore for Bakula Bana Unnayana & Rs.194 crore for Mukhyamantri Kalakara Sahayata Yojana,

* Rs. 50 crore for organisation of Cultural Function by Directorate of Culture.

* Rs. 15 crore for Conservation and protection of monuments

* Rs.50 crore has been allocated for Bakul Bana Unnayana

* Rs. 10 crore for maintenance of galleries in State Museum.
