Odisha Govt Launches “Staff Suggestion Scheme” 

Bhubaneswar: The Odisha Government has launched an innovative online platform “Staff Suggestion Scheme” to encourage government employees to share ideas for improving public service delivery, administrative efficiency, and governance.

The initiative, developed by the Centre for Modernising Government Initiative (CMGI) under the General Administration & Public Grievance (GA & PG) Department, aims to foster a culture of innovation, collaboration, and participatory governance across all state departments.

Through the Staff Suggestion Scheme Portal, all regular government employees with valid HRMS IDs can log in to submit their suggestions. Employees will also have the opportunity to view, comment, like, dislike, and vote on ideas shared by their peers.

Suggestions that receive over 1,000 likes will be tagged as “Emerging Suggestions” and automatically forwarded for departmental review and assessment.

Each administrative department will form a Departmental Suggestion Evaluation Committee, consisting of 5–7 senior officers, including one nodal officer of at least Joint Secretary rank. The committees will periodically review suggestions, evaluate their feasibility and impact, and identify top ideas for possible conversion into government policies, schemes, or process reforms.

Contributors of the best suggestions and comments will receive rewards and tokens of appreciation as recognition for their contributions.

Employees can submit suggestions relevant to any department, not just their own. Such cross-cutting proposals will be examined by the respective departmental committees.

The GA & PG Department will serve as the nodal department for monitoring the scheme. Departments have been directed to nominate nodal officers, constitute evaluation committees within 15 days, and ensure wide awareness among employees.
